Abstract

There are financial and other constratints on expanding the traditional higher education system in most developing countries. Distance education is one response to this. The Open University of Tanzania (OUT) admitted its first students in January 1994. This research uses OUT as a case study to investigate the actual learning resource requirements of its students and the extent to which they are met. Fieldwork involving interviewing and observation was carried out in six regions of Tanzania.
The results indicate that the programmes provided by OUT were popular with students. They also indicate that distance learners have unique learning resource needs and that these are not being fulfilled.
